THESE GRANTS ARE CRITICAL FOR OUR MILITARY IN- STALLATIONS TO ALLOW THEM TO BUILD UP THEIR IN- FRASTRUCTURE TO INCREASE THE MILITARY VALUE OF THEIR BASE AND HELP AVOID A POTENTIAL BRAC CLO- SURE.
