Notice of Submission of Terms of Reference Brooks Road Landfill Vertical Capacity Expansion Environmental Assessment As part of the planning process for the Brooks Road Landfill Vertical Capacity Expansion Environmental Assessment (EA), a Terms of Reference (ToR) was submitted to the Ministry of the Environment for review, as required under the Environmental Assessment Act. If approved, the ToR will serve as a framework for the preparation and review of the EA for the proposed undertaking. Brooks Road Environmental, owners and operators of the Brooks Road Landfill, have initiated an EA seeking approval for a vertical expansion to the existing landfill footprint. The Brooks Road Landfill Site, which operates under Environmental Compliance Approval (ECA) No. A110302, has an approved fill rate of 500 tonnes per day and a capacity of 624,065 m3 (including waste and daily/final cover). The vertical capacity expansion proposed under this ToR will be for approximately 421,000 m3 (including waste and daily/final cover) of additional capacity over a 5 to 7 year planning period. This will be achieved through a re-engineering of the Site's final contours. The revision of final contours proposed under the EA may also require some redesign of the on-Site stormwater management system (due to altered waste slopes). However all changes will occur within the Site's existing waste footprint and Site boundaries. The location of the Brooks Road Landfill Site is shown on the map below. The purpose of the EA is to study the potential effects of the proposed vertical expansion on the environment. The Process The vertical capacity expansion requires EA Act approval. The first step in the process is the preparation of a ToR. The ToR sets out the proponent’s framework and work plan for addressing the EA Act requirements when preparing the EA, including such things as the alternatives that will be considered and the public consultation activities that will be carried out. If approved by the Minister of the Environment, the ToR will provide the framework and requirements for preparation of the EA. Want to Get Involved?
