We started to talk about how we could do things better—we were getting very
large projects like the North Warning System that were forcing us to think
outside the box. Again, a special team was formed, with DCC and my project
manager… Rather than going out for a fixed price contract, we tried to reduce
costs by absorbing some of the risks ourselves. Terry Kelly introduced this
notion, that because we were working in the North, with unpredictables such
as ice conditions, we should take some of the risk for weather day
