William Moffett Expressway upgrades SBA have been appointed by the Nelson Mandela Bay Municipality to provide consultancy services for the upgrading of William Moffett Expressway, a four-lane dual carriageway arterial in Port Elizabeth. uring the preliminary design of William Moffett, an aging 825mm diameter watermain was found to be located within the proposed future southbound carriageway with insufficient cover to protect it from road construction activities. D In consultation with Nelson Mandela Bay Municipality’s water conveyance sub-directorate, it was decided to relocate this pipeline to outside the future carriageway, thereby negating the need for protection measures and also providing easier access to the pipeline should maintenance or repairs be necessary. intersection, to a position adjacent to the Walmer West Primary School.
