Project Management and Engineering input for
cemeteries in Dr. Beyers Naude Municipality
The towns of Graaff-Reinet and Aberdeen, both within the
Dr. Beyers Naude Municipality (formerly Camdeboo
Municipality), were in dire need of new cemeteries as
the existing cemeteries are full. The project was initially
implemented in–house by the Community Services
Directorate at the Municipality. Bosch Projects Port Elizabeth
was subsequently appointed by the Municipality to take
this process over and to provide project and construction
management services for the installation of infrastructure at
the two cemeteries on behalf of the Municipality. • The setting out of works
A major requirement was to employ labour intensive
construction methods using labour from the local communities,
as per EPWP principles and guidelines, as far as possible. • Construction supervision and managemen t.
Due to budgetary constraints and outstanding authorisation
from DEDEA, only the Graaff-Reinet cemetery was
implemented.

• Preparation of drainage plans for DEDEA approval
• The appointment of a Health and Safety Agent to prepare
a site specific H & S Plan, baseline risk assessments, medical
certification and monthly audits
• Liaison with the Environmental Control Officer to ensure
compliance with the ROD during the construction stage
The Graaff-Reinet cemetery was officially opened during a
ceremony hosted by the Mayor of Dr. Beyers Naude Municipality
on 2 August 2016.

The scope of works included the following:
• Design of required infrastructure (watermains, irrigation
system, access road, fencing, sanitation facilities and solar
heating solution for the caretaker’s house
• Taking over the employment and remuneration of appointed
local labour
• The procurement of materials and plant

Construction of fencing and entrance gate
Installation of water supply line underway
