NZNO MECA Additional Funding update
As you would recall an Accord was signed
by the parties 30 July 2018 as an outcome
of the MECA. There was also a commitment
to provide funding for immediate additional
staffing. • Mental health recruited to their 1 FTE RN who started in
January.
• District nursing appointed to their 1 FTE RN.
Our plan was approved in October 2018. BOPDHB received
$1.915 million for additional nurses, midwives and healthcare
assistants (HCAs) which gave us an additional 19.1 full time
equivalent staff. • Under the CCDM implementation funding component the
Associate Director of Nursing position will be responsible
for CCDM coordination. Ros Jackson started in this role 4
February.
The good news is all the staff under the additional funding are now
on board. The following outlines where the staff are allocated. • Separate 1.5 FTE TrendCare Coordinator roles have been
re-established. Kim Quartermain and Aroha Paitai start in
February.
• IS has appointed a person to lead the work on improvements
to the VRM and HSAG screens.
Whakatāne

An additional 3.2 FTE was added to the recently established
nursing resource team (NRT). This means 4 additional
registered nurses (RN) and 1 HCA to the NRT. These staff
have all started and are at different stages of their orientation.
District nursing received 0.5 FTE RN who started in January
2019.
Tauranga

7 RNs (4FTE) have commenced in the NRT. They are all
working rostered shifts and will orientate to Post-natal and
SCBU as well. 4 HCAs (1.4FTE) are fully operational with
a further 10 (7 FTE) to start in January pending the police
vetting and health checks. Their primary focus will be for care
companion roles.
There was separate funding given to all DHBs for Care Capacity
Demand Management (CCDM) implementation. This was
allocated to the following:
The Ministry of Health is still working through the other aspects
of the Accord considering options for full employment of new
graduate registered and enrolled nurses. They are also due to
report a strategy for the retention of the existing nursing and
midwifery workforce and the re-employment of those who have left
the workforce by the end of May 2019.

In your library collection….

We have been able to negotiate a trial package of full text
access to more than 100 key journals via Ovid. These are
quality publications published by Lippincott Williams and Wilkins.
Many have been unaffordable to subscribe to individually, but
will be now available to us for the rest of the year. Beyond that
we will need to pay a subscription to the package if we wish
to continue. The contents of the package have been compiled
by Ovid from subscription data from all DHBs, so are tailored
to the needs and interests of NZ clinicians. With a good range
of subject matter from medicine, nursing and allied health
disciplines, for both clinical and non-clinical staff, there is
something for everyone.
Along with the full text journal database, the package also
includes access to two other database of interest to nursing and

allied health staff. Emcare Nursing and Allied Health database,
is an index of over 3700 journals and Ovid Nursing Database
indexes nursing content from Medline.
All of these resources are available via links on the Library Page
on OnePlace.
Through the year we will be monitoring usage of the journals in
this collection. Any feedback from users is very welcome to help
provide evidence of need (or not). Our trial subscription goes
through to December, but the decision to renew it (or not) will
likely be made by October so we will need to hear from people
