CONTRIBUTIONS OF SCIENCE AND TECHNOLOGY TO
INCLUSIVE GROWTH AND POVERTY REDUCTION

This two-part study will assess the contributions of science and technology
(S&T) in promoting inclusive growth and poverty reduction in the Philippines. The
first part, “Part I: The Governance of Science and Technology in the Philippines,”
will map out and analyze the S&T environment in the country, focusing on the
institutions and stakeholders involved. This will entail a cursory review of the
mandates and functions of key S&T government agencies such as the Department
of Science and Technology (DOST), the National Research Council of the Philippines
(NRCP), and the Intellectual Property Office (IPO). The study will also summarize
and assess the impacts of major national S&T policies on the direction and magnitude
of research and development (R&D) both in the public and private sectors. The
identification and prioritization of government S&T programs and projects at the
national level will also be examined with special focus on the roles played by the
National Economic and Development Authority (NEDA) and the Department of
Budget and Management (DBM) in the process.
The second part, “Part II: Science and Technology and Inclusive Growth: Making
Research and Development Work for the Poor,” will explore how flagship S&T
programs and projects of the national government contribute in promoting inclusive
growth and reducing poverty in the Philippines across economic sectors and
geographic areas. The planning, financing, implementation and dissemination of
these programs and projects will be examined with the aim of generating insights
towards enhancing their impact on economic growth and human resource
development. The targeting and selection of their beneficiaries will be given
special attention to determine whether these programs and projects are making a
dent on poverty in the country. In both of the studies, extensive desk research, as
well as surveys, key informant interviews, and focus group discussions with
government officials and stakeholders from the private sector, civil society
organizations, and the academe will be employed.

About the Presenter
Dr. Edna Estifania A. Co is currently Dean and professor at the UP National College
of Public Administration and Governance (UP NCPAG). She is holder of the Manuel
A. Roxas Professorial Chair for 2012. She earned her doctorate degree in public
administration from UP NCPAG. She was visiting research fellow at the Institute of
Policy and Development Management at the University of Manchester in England
in 2003. Dr. Co has authored or co-authored articles and books on citizenship and
civic participation, democracy, elections, rule of law and corruption, among others.
Her expertise is on social development, organization studies and public
administration theories, and policy reforms. Dr. Co is member of the Movement for
Good Governance and an awardee of the 2011 Quezon Medalyang Karangalan,
the highest honor given to its citizens by the province of Quezon. She is member
of the Advisory Council of the Philippine Civil Service Commission and a trustee of
the Transparency and Accountability Network.
About the Members of the Project Team
Mark Anthony M. Gamboa is a lawyer and a licensed environmental planner. He
currently serves as Assistant Professor and College Secretary at the UP NCPAG,
as well as Director of the Center for Public Administration and Governance
Education (CPAGE) of the College. Atty. Gamboa obtained his Juris Doctor degree
and his MA in Urban and Regional Planning from UP Diliman. In 2012, he served as
Visiting Professor at the College of Politics and Governance, Mahasarakham
University in Thailand.
Herisadel P. Flores is a faculty member of the UP NCPAG. He has a master’s
degree in Development Economics from the UP School of Economics. He earned
his Bachelor of Arts in Public Administration cum laude from the UP NCPAG and is
currently pursuing his doctorate in Public Administration in the same college. He
