TIEZA AND UP PARTNERSHIP IN THE DEVELOPMENT OF TOURISM ENTERPRISE ZONES Miguela M. Mena The Tourism Infrastructure and Enterprise Zone Authority (TIEZA) and the University of the Philippines formalized its partnership in 2011 through a Memorandum of Agreement for technical assistance in the designation and identification of tourism enterprise zones (TEZs) and the grant of incentives therein. The UP through its Asian Institute of Tourism formed a technical panel of experts that possess the necessary qualifications and expertise required by TIEZA. From 2011 to 2013, the UP Technical Panel has assisted TIEZA through the following activities: 1) capabilitybuilding programs for TIEZA managers and staff with regard to the designation, identification of potential TEZs, development, management and monitoring of TEZs; 2) formulation of the standards for the development, operation and maintenance of all facilities and structures to be built on all TEZs, which will be used as basis for the evaluation of applications for registration of a tourism enterprise within a TEZ; 3) development of the evaluation review guidelines and review mechanism of the TEZ development plans, and assistance in the preparation of the Evaluation Report of applications for TEZ designation submitted to the TIEZA Board; 4) review of the TEZ development plan submitted by applicants and proponents; 5) ocular inspection of areas proposed to be designated as a TEZ; and 6) preparation of position papers for presentation to TIEZA Board on issues related to TEZ designation and evaluation. About the Presenter Dr. Miguela M. Mena is an Associate Professor, Dean of the University of the Philippines Asian Institute of Tourism, and Executive Director of the Tourism Foundation Inc. She obtained her PhD in Tourism Management from the Hong Kong Polytechnic University School of Hotel and Tourism Management, Master of Statistics and Bachelor of Science in Statistics at the University of the Philippines School of Statistics, and Diploma for Tourism Management (Highest Distinction) from Schloss Klessheim Institute of Tourism and Hotel Management in Salzburg, Austria. In this session, the presenters focus on a recent research, creative work or extension program of their college/unit that has been pivotal a) in the implementation of a government program or b) in defining the research/creative work landscape in their particular discipline. Her main research interests focus on international tourism in developing countries, destination competitiveness, destination policy and planning, destination management and marketing, tourism entrepreneurship, migration and mobility, measurement of domestic tourism, and information communication technology applications in tourism.
