About the Presenter Dr. Erniel B. Barrios is Professor 12 and present Dean of the School of Statistics. He holds BS (UE, Cum Laude, 1985), MS (UPD, 1987), and PhD (UPD, 1990, a sandwich program with The Ohio State University) degrees in Statistics. He has been teaching in the School of Statistics for more than 26 years, and also served as Visiting Researcher at ADB Institute (Tokyo, Japan; 2006) and Visiting Professor in Karlstad University (Karlstad, Sweden; 2013). He has received numerous awards including the Gawad Chanselor para sa Natatanging Guro in 2010, the UP Centennial Professorial Chair, UP Scientist 1 (2009-2011), and UP Scientist 3 (2012-2014). He is an elected member of the International Statistical Institute. His work on computational statistics produced papers published in ISI-indexed journals. He was invited to contribute in the International Encyclopedia of the Statistical Sciences (Springer 2010) and is working on a book on spatio-temporal models for Springer. He is currently the editor of The Philippine Statistician and has served as editorial board member of several local and international journals. About the School of Statistics The School of Statistics was established in 1953 as the Statistical Training Center, then later as Statistical Center, under a bilateral agreement between the Government of the Philippines and the United Nations. Its primary objective then was to work towards the improvement of statistical services in government. Ten years later, the Center was formally turned over to the University of the Philippines. In 1964, the UP Board of Regents approved the Bachelor of Science (Statistics) program of the Center, which was implemented beginning AY 1967-1968. In 1998, the Statistical Center changed its name to School of Statistics in order to reflect its expanded character of a degree-granting institution. At present, the School of Statistics offers one undergraduate program and three graduate programs. These are the BS (Statistics) program, the Master of Science (MOS) program, MS (Statistics) program and the PhD (Statistics) program. Through these programs, the School of Statistics has produced numerous distinguished statisticians in various professions and is widely recognized as the primary source of statistical expertise for the Philippine statistical system and industry. Espina Master Planning is an essential and urgent exercise needed in the management and operations of any administrative office or business enterprise. It entails longterm visioning and, therefore, the master plan must incorporate decisions that satisfy the needs of not just the present generation, but most especially, the future stakeholders (taken from the UP System Master Development Plan Report). In master planning a campus, the governing factors include academic programs – their relevance and ability to sustain their responsiveness to society and the industry; and buildings and infrastructure – their adequacy, capacity and ability to expand. Both factors work symbiotically: the programs define the space requirements and the physical space assures the success of delivery of the academic programs (prepared by the UP Office of Design and Planning Initiatives). This paper takes off from the abovementioned points. It illustrates the logical and responsive manner by which campuses should be designed and developed. Specifically, it discusses the application of sustainable principles in the design and development of the UP Diliman Campus, not only as a response to the urgent pleadings of climate change mitigation, but also as a manifestation of UP’s commitment to its mandate as a National University at the forefront of national development efforts in general, and sustainable development efforts in particular. About the Presenter Arch. Mary Ann A. Espina is an Associate Professor at the UP College of Architecture and is currently the Dean of the college. A licensed architect and landscape architect by profession, she obtained her degree of BS Architecture at the University of San Carlos in Cebu City in 1976 and passed the Licensure exams in Architecture, placing 10th among the topnotchers. She took up her second degree of Bachelor in Landscape Architecture at the University of the Philippines and graduated in 1982. She was National Treasurer of the United Architects of the Philippines (UAP) from 1994 to 1996, and National President of the Philippine Association of Landscape Architects (PALA) from 2003 to 2004. In June 2003, she was awarded the prestigious Most Outstanding Professional of the Year for Landscape Architecture by the Professional Regulation Commission. Paliwanagan sa UP Diliman 27
