More lives are lost as a result of ineffectual post-crash care following road traffic accidents than at the actual scene , primarily because emergency response systems are largely inadequate .
In spite of the provisions of the Constitution under Article 43 ( 2 ), that no one shall be denied emergency medical treatment , post-crash care facilities , especially at private institutions remain out of reach for a majority of people . This is because of the hefty cash deposit demanded prior to commencement of treatment .
Another factor that comes into play at an accident scene is that victims lose their personal effects including identification documents and Medical Insurance Cards where these exist , and to that extent have no way of demonstrating financial ability to meet treatment costs .
