Arctic Yearbook 2014 539 measures of state regulation. The differentiated approach is provided for the separation of objects that have a negative impact on the environment in four categories (Figure 1). Objects that have a negative impact on the environment Category I Category II significant potential of environmental pollution moderate potential of environmental pollution Category III small potential of environmental pollution Category IV minimal potential of environmental pollution Objects related to the fields of application of the best available technologies (BAT) Objects that do not relate to the fields of application of the BAT Figure 1: Differentiation of economic agents at the level of potential environmental pollution For objects in Category IV, measures of state regulation in the field of environmental protection will not be applied. The main measures of state regulation for the other objects are shown in Table 1. Categories of economic agents 1. Agents with significant potential of environmental pollution (Environmentally hazardous facilities - 99 % of negative impact on the Russian environment), including: Quantity of economic agents (objects) 11445 Measures of state regulation - The establishment of standards for permissible emissions, discharges (the technological standards) by integrated permitting; - a negative impact on air; 4772 - The implementation of the state environmental control at the federal level; - a negative impact on water bodies. 6073 - Carrying out the state ecological expertise. ∼290000 - Submission of a declaration of the planned emissions, discharges volume 2. Agents with moderate potential of environmental pollution 3. Agents with small potential of environmental pollution ∼700000 - Submission of a report about the volumes of actually made emissions, discharges in the notification procedure Regulation of Environmental Protection for Environmentally Hazardous Facilities in the Russian Arctic
