Support Operations Bureau Criminal Investigations • The Sex Crimes Unit captured two offenders who had committed multiple offenses in the area. • The Fugitive Team served 726 felony arrest warrants in 2017. • The department instituted a violent crime task force last year to reverse crime trends related to gun violence, drugs and known offenders. 48 The Criminal Investigations Division encompasses several investigative units including Auto Theft, Homicide, Robbery, Gang, Domestics, Sex Crimes, Economic Crimes, Fugitives, Crimes Against Children, and Vice and Narcotics Units. The homicide unit investigated 19 murder cases in 2017 with a 79% clearance rate. Of the 19 cases, 18 homicides were committed using a firearm and the remaining case was committed using a knife. The Robbery Unit investigated 849 cases in 2017 with a clearance rate of 49% which includes jail workout cases. Out of those investigations, detectives prepared 263 arrest and search warrants which resulted in 247 arrests. The Gang Unit had 194 cases assigned consisting of 10 gang-related shooting investigations; down from 13 in 2016. The unit made 223 arrests with 39 of those arrestees having ties to documented gangs. The Gang Unit regularly participated in home visits and provided information sessions to educate citizens on emerging trends Annual Report 2017 and gang prevention strategies. The Fugitive Unit was assigned 644 active cases, many of which dealt with violent offenders or individuals that could not be located by patrol and other investigative units. Through extensive investigative techniques, the unit cleared 726 cases in 2017. The team works alongside the United States Marshals Task Force. The Sex Crimes Unit arrested two offenders in unrelated offenses. In one of the incidents, the detective was able to gather evidence after a public media release and determine the suspect in the Arlington offense was the same suspect in a sexual assault case from two years earlier in another jurisdiction. In the second arrest, an offender was approaching females in a hotel parking lot and exposing himself. Through excellent investigative work in the case, detectives worked with patrol to make the arrest and clear several cases. The department instituted a violent crime task force which pulled resources together from around the organization to focus on gun violence, drugs and known offenders. As part of that task force, a focused prosecution program was started that refers cases on violent offenders, repeat offenders, and gun-related crimes to the U.S. Attorney’s Office for federal prosecution. A total of 42 individuals were referred for consideration. The Vice and Narcotics Unit seized $174,600 dollars and assets tied to illicit drug transactions and other criminal endeavors. The unit works citizen tips, conducts covert operations, and protects victims from human trafficking.
