In the continuation of our efforts to harden structural security systems within state prisons, the agency completed the following: • Installed a new Locking Control Systems (LCS) and enhanced locks at Ware and Valdosta State Prisons. The new LCS is computerized and maintains an audit trail of all lock operations. The enhanced locks are replacements to lower security grade locks to higher security grade locks. • Completed the Fiber Optic Network installation, in support of Fire & Life Safety Electronics, Locking Control and Security Electronics, Closed Circuit Television (CCTV), IT, and Inmate Education Programs, at Dodge, Autry, Lee Arrendale, Lee and Pulaski State Prisons. Work began on Augusta State Medical Prison and Baldwin State Prison and should be completed in FY 2016. • Design and initiated installation of a facility-wide network video system at Macon State Prison. This system consists of 274 cameras, 11 video servers, and six onsite video clients. It provides enhanced video and recording along with mobile access to video through iOS and Android applications. To improve compliance of offenders as well as staff safety within the state’s prisons, the agency expanded the deployment of Conducted Electrical Weapons (CEW), more commonly known as Tasers, to the Special Management Unit at the Georgia Diagnostic & Classification Prison as well as all Level V (close security) facilities. Tasers have contributed to a reduction of use of force incidents in facilities by approximately 60% and has shown a reduction of 33% in workers compensation incidents. Furthermore, in 81% of situations Tasers were used for, were for the purpose of gaining compliance and to avoid use of force. Inmate on Inmate - FY 15 Inmate on Staff - FY 15 Due to the changing trends within the offender population, the agency bolstered our Criminal Investigations Unit. This unit initiated 3,546 investigations that resulted in 492 criminal arrests warrants being issued and 221 arrests; as well as the execution of 104 criminal search warrants. The unit seized approximately $1 million in cash and assets through involvement with multiple federal task forces. In addition, the Fugitive and Apprehension Unit, through the involvement of the United States Marshals Southeast Regional Fugitive Task Force (SERTF), made a total of 884 felony arrests, including 329 Hands-On arrests, 439 Assists, 78 Administrative Closures, and 38 Directed Arrests. This included 82 sex offenders. Additional Security measures taken in FY 2015: • Deployment of two new assessment processes within the Next Generation Assessment (NGA). One process involves creating the security classification assessment that determines the institutional security classification of each offender. The other is a risk/needs/responsivity assessment, which identifies the programs that an offender should complete during his/her sentence. Report FY 2015 13
