Workforce deployment in a MAT : self-audit tool

As schools increasingly work collaboratively , there is a need for schools and trusts to appreciate SBM roles within this new environment , with consideration for how school business management functions will operate .
NASBM has developed a tool ( see opposite ) that will give trusts and schools working in collaboration an outline of SBM functions and the importance of SBM roles at a local and central level . This tool provides an opportunity for you to examine school business management functions within your setting in terms of the level required as defined by the NASBM Professional Standards . You can also consider whether the functions can be carried out either a local level or require centralisation within your school / trust setting upon joining or forming a multi-academy trust ( MAT ), or in reviewing a MAT ’ s activity .
How to use the tool
Column 1 asks you what tier or level of working between 1 and 4 is required in your school / trust to fulfil the requirements of the functions listed . It might benefit you to briefly look at the NASBM Professional Standards tier system prior to answering ( see the description below ).
Tier 2 : Practice at this level is likely to include , but not be limited to , supervision of a team , a process or a project with supervisory responsibilities for an individual or a team discharging a task or function
Tier 3 : Practice at this level is likely to include , but not be limited to , the management of a team , processes or projects with management accountability for an individual or a team discharging a task or function
Tier 4 : Practice at this level is likely to include , but not be limited to , high levels of accountability for strategic leadership and / or specialist knowledge ( mastery ) across defined areas of the school / trust , and a commitment to a self-improving sector through system leadership
Columns 2-4 then ask you whether you feel the functions could be centralised or are more appropriate at a local level . For this , you simply answer yes or no as per the options in the drop-down menus .
Once you have completed the workforce deployment tool , your school may wish to use this during planning discussion around the deployment of staff when the school has become an academy .
Tier 1 : Practice at this level is likely to include , but not be limited to , making contributions to process or a project with some direct responsibility for an area of work or an element of a team
