Hamilton -- The Constitution itself was such a radical document drawn up by a handful of like-minded men that its ratification required an immense amount of persuasion. It was only natural that the men who agreed on these important issues should band together and seek converts to their point of view. Thus, the Constitution spawned the Federalist party, composed of those men (women couldn't vote) who supported the Constitution and the principles which lay behind it, including creation of a strong federal government. The opponents of the Constitution, by the simple fact that theirs was a negative position (they could agree on what they were against, but not much that they were for), never were able to form a cohesive group to thwart the Federalists' successful efforts to have the Constitution ratified. Every U.S. historian sees the origin of political parties, as we know them today, in the clash of personalities and philosophies of two men, Alexander Hamilton and Thomas Jefferson. the leading Federalist, saw the need for the Constitution and a strong national government. He believed in tariffs, a national banking system, and assumption of debts by the national government.
