City of Bloomington Development Districts
South Loop District Bloomington ' s South Loop District is a distinctive urban center where people build their lives around work and community . It ' s a trendy neighborhood at the crossroads of the metro area ' s transportation networks , yet it ' s only moments away from the quiet , unspoiled beauty of the Minnesota Valley National Wildlife Refuge .
The South Loop District extends from I-494 on the north , TH 77 on the west , to the Minnesota River on the south and east .
Penn American District The Penn American District is an area where major redevelopment will occur over the next two decades . The goals of the District are to create stakeholder value , create a comprehensive transportation system , develop a visually attractive district and promote sustainability . With major transit investments expected to be made within the area , including I-35W Bus Rapid Transit ( BRT ) and the I-494 / 35W interchange rebuild , major changes in traffic flow are expected in the area .
The Penn American District is the area along American Boulevard predominantly between Penn Avenue and I-35W .
Normandale Lake District The Normandale Lake District is a highly attractive area that , with some finishing touches , will be recognized as a distinctive metro area destination and neighborhood . The District will be a great place to call home for some and provide a good job and a transit-oriented work location for others . For the traveler , it will be a favorite place to stay while visiting Bloomington . For walkers , runners and cyclists , the District will be a four-season place to enjoy the contrast between nature and the city .
The Chamber of Commerce has been invaluable in terms of establishing a dialogue between the City and the businesses that are in the area or potential businesses that would like to come to the area . The Chamber of Commerce has been involved in terms of education , bringing people along , and giving the business perspective to city staff and elected officials just so we can understand a little bit better what the businesses are looking for in both a developing and redeveloping area of the city .
