Roads, drainage, bridges and other infrastructure are the building blocks that allow our region to mobilise and connect with other regions, interstate and more broadly with the rest of the world. Toowoomba Regional Council is committed to delivering safe and sustainable transport and drainage infrastructure across the region. Council’s Infrastructure Services Group (ISG) is responsible for providing a safe and functional transportation system by managing a diverse and integrated infrastructure works program. ISG manages a constructed road network of 6,529 kilometres as well as 122 major structures (bridges and major culverts), 1,977 kilometres kerb and channel, 512 kilometres footpaths, 59 kilometres bikeways and the Toowoomba Aerodrome and landing areas at Millmerran and Pittsworth. ISG is responsible for the development, operation and maintenance of road and drainage networks, flood mitigation, footpaths, bikeways, street lighting, aerodromes, parking facilities and internal plant and equipment. Maintenance works on State Controlled Roads on behalf of the Department of Transport and Main Roads (DTMR) are also undertaken. ISG includes the Construction and Maintenance, Project Services, Plant and Fleet and Transport and Drainage 56 CHAPTER 3 Our organisation STATUS Planning branches. To manage the diverse portfolio of infrastructure assets and program works, these branches are responsible for integrating works to achieve the most cost-effective and quality deliverables for the community’s infrastructure program. ISG also works closely with the Strategic Planning and Economic Development and Development Assessment teams, to ensure appropriate infrastructure outcomes are delivered by land developers. Roads play a vital role in the running of our lives and economies as every journey, whether it is moving freight to markets, children to schools or exports to ports, begins and ends on a local road. With a constructed road network of 6,529 kilometres a high priority is to provide well-maintained roads to meet community expectations. A key focus of ISG is to ensure efficient and connected networks, which encourage the growth of the region and its economic development potential. A key consideration when managing transport infrastructure is determining whether road network improvements are keeping pace with the growth of our community’s needs. Council faces the ever-increasing challenge of meeting increased stakeholder expectations and how to fund these vital infrastructure projects, including renewal of the ageing aspects of the network, maintaining these assets and prioritising of works.
