Cr Bill Cahill is the Water and Waste Committee portfolio leader . He has had a successful technical and corporate management background . He is in his third term as a Councillor with the Toowoomba Regional Council following a 4-year term as a Councillor with the former Crow ’ s Nest Shire Council - representing Highfields . Bill ’ s boardroom passion is based on a commitment for continuous improvement , ethical decision making and to pursuing the best possible outcomes for people , the community , growth and the future of the Toowoomba Region .
Outside of his role as a Councillor Bill pursues active voluntary and community interests including his position of Deputy Chair of the Carbal Indigenous Medical Centre Board .
Prior to his current term at Toowoomba Region , Bill has held an extensive range of portfolio responsibilities . In Council ’ s previous term in 2012 , Bill ’ s election portfolio responsibilities included Portfolio Chair of Planning and Development , the Chair of the Development Assessment Panel , the Chair of the Urban Design Panel , the Chair of the Development Industry Reference Group , member of the International Relations Working Group , and member of the Council of Mayors Planning and Infrastructure group .
Following amalgamation in 2008 , Bill ’ s portfolio responsibilities included the Environment and Community Services portfolio incorporating Environmental Health Regulation , Waste Management committee , Carbon Emission Reductions and Community Services – Indigenous , Disabilities , Multi-Cultural , Youth and Aged Care Committee .
Prior to amalgamation , during his time as Councillor for Crows Nest Council ; Bill was Chair of the Regional Arts Development Fund , Committee member for the Sport and Recreation , Enterprise Bargaining and Finance , Darling Downs Regional Organisation of Councils , Economic Development and Governance . He also formed part of the Council of Mayors ; Environment and Sustainability Committee as well as being Proxy for the Toowoomba Regional Council transitional committee .
Testament to Bill ’ s commitment to serving the Toowoomba Region and promoting community engagement , Bill has been involved in a variety of community and business development groups including a Ministerial appointment as the Inaugural Chair Regional Development Australia Darling Downs and South West Queensland , training with the International Association of Public Participation ( IAP2 ) in Planning , Techniques and Communication for effective public participation , a founding member of the Highfields District Business Connections and member of local business online platform : www . highfields . com . au
Bill has also contributed significantly to the development of sport and education in the Toowoomba Region ’ s Highfields community including being a founding committee member for Highfields Junior Rugby ( Redbacks ), an inaugural committee member of the Highfields State School Advisory Council , Bill also championed District Little Athletics for the Highfields area , as well as the Highfields State Secondary College .
Prior to being a Councillor , Bill had a 20-year career with Telecom / Telstra having worked across technical , design , supervisory and contract management roles . He also has had experience working as a self-employed businessman . He and his wife Kim have lived in Highfields for over 25 years . Outside of work Bill loves spending time with and spoiling his grandchildren and when not spending time with family , Bill enjoys art , classic car restoration and off-road racing .
