6.2 GLOSSARY OF TERMS Annual Report – the publication developed to provide a detailed account of the growth, improvements and progress made across the region against Council’s strategic 20142019 Corporate Plan. Asset – An item that has value to the organisation. Audit – the official inspection of Toowoomba Regional Council by an internal or independent body. Budget – Toowoomba Regional Council’s budget identifies the planned expenditure and revenue approved by Council for the financial year. Building and Compliance – the Building and Compliance Branch is made up of three functional services that performs a key customer service in providing information, advice and approvals to the development industry and general public. (eg bridges, culverts, seating, bus stop shelters); parks, gardens, and reserves; public open spaces; Council owned or controlled land. Key Performance Indicator (KPI) – metrics used to help the Toowoomba Regional Council define and measure progress towards achieving strategic objectives or critical success factors. Liveability – the assessment of what a place is like to live in, using criteria like environmental quality, safety, education and health provision, access to shops and services, recreational facilities and cultural activities. Objective – a goal intended to be obtained. The strategic direction of the Toowoomba Regional Council is built on objectives from Key Performance Indicators. Community – this term encompasses all of the people who call the Toowoomba Region home including our rate payers. Tourists and people visiting the region are also included. Operational Plan – a detailed plan used to provide a clear picture of how each department of Council will contribute to the achievement of the overall strategic goals. Community Development and Facilities – the Community Development and Facilities branch keeps the Executive and Council informed on issues which may affect our community and ensure community expectations are met. Outcomes – the effect for the Toowoomba Region community, for the environment or for the organisation as a result of strategies, services, policies or activities. Construction and Maintenance – manages an extensive construction and maintenance program as well as preventative and corrective call outs for the community in Toowoomba and its surrounding regions by utilising stringent quality control programs. Corporate Plan – the Corporate Plan outlines Council's vision, goals, outcomes and strategic actions to ensure alignment with the community needs and aspirations. It also establishes the performance indicators to measure the progress in achieving the vision for the future. Customer Service – the Council team that support our community across the region. Development Assessment – responsible for the assessment and determination of development applications and requests throughout the Toowoomba Region. Environmental Health Services – provides services in Animal Management, Immunisation Clinics for the Public, School Immunisation Campaigns, Regulated Parking, Local Laws/Policy’s, Branch Management and Public Health Risks.
